One of the most common things we hear from states after reading TCC’s program integrity white paper is some version of this: ‘This is exactly the framework we needed. Now, how do we figure out where we really are and what we need to do next?’ These are the right questions. Our People, Process and Technology framework tells you what strong program integrity looks like. But it doesn’t tell you how far you are from it — or where to start closing the gap.
That’s why we built the CCDF Program Integrity Readiness Check! It’s a free, online tool designed to help state agencies identify their current readiness capacity across People, Process, and Technology.
What the Readiness Check Covers
The Readiness Check is organized around TCC’s People, Process, Technology framework. Across three domains, your team rates 32 capability statements on a simple scale:
- 1 = Not in place
- 2 = Partially in place
- 3 = Fully in place
Results: Readiness Phase
Once all questions are completed, a report is created that summarizes your scores and puts you into one of three readiness phases. Your readiness view is intentionally high‑level. It’s designed to help you focus your time and capacity, not overwhelm you with detail. Think of it as a starting point and a shared baseline you can use to build clarity, understand gaps and identify areas for action.

How to Use the Readiness Check in Your Agency
We built this tool to work best as a conversation starter, not a checkbox exercise. It’s especially powerful when it’s completed by a cross‑agency team, including policy and program staff, finance, IT, legal, monitoring, and audit.
Often, the most valuable outcome isn’t the final score itself. It’s the alignment that happens as the team discusses and uncovers what’s currently in place and where assumptions may not quite match reality. Teams may discover that different parts of the agency have different perceptions of how mature a given capability is. That gap in perception is itself important information.

On April 29, TCC Solutions hosted a live webinar built specifically around our Program Integrity Framework and the Readiness Check tool. We walked through the tool section by section, explained how to score, showed how scores map to a readiness phases, and discussed how agencies can use it to prioritize what should happen next. The session closed with a live Q&A with TCC’s CCDF policy and technology experts.
