New Year, New 2025-27 State Plans Announced

The Administration for Families and Children (ACF), Office of Child Care (OCC) recently posted the 2025-27 Child Care and Development Fund (CCDF) State Plans. These comprehensive plans describe how the CCDF Lead Agency in each state will implement the CCDF program over the three-year cycle of CCDF funds. Additionally, an appendix for each state is included that outlines findings and actions that states will take to ensure compliance with all federal rules. 

The Plan is organized into the following sections:
  1. CCDF Program Administration
  2. Child and Family Eligibility and Enrollment and Continuity of Care
  3. Child Care Affordability
  4. Parental Choice, Equal Access, Payment Rates, and Payment Practices
  5. Health and Safety of Child Care Settings
  6. Support for a Skilled, Qualified, and Compensated Child Care Workforce
  7. Quality Improvement Activities
  8. Lead Agency Coordination and Partnerships to Support Service Delivery
  9. Family Outreach and Consumer Education
  10. Program Integrity and Accountability

States are also required to post their plans on their CCDF Lead Agency website.

Our TCC Subject Matter Expert (SME) Team, which includes four former CCDF State Child Care Administrators, is reviewing and analyzing all the 2025-27 CCDF State Plans and appendices. Our initial review shows that states are planning a variety of approaches to meet the new rules associated with eligibility, enrollment and access to child care services. Additionally, states are focused on building provider and workforce supply to ensure working parents have choices that meet the needs of their family.
